Correct, although as a girl Lou Hoover was not in scouts, as scouting didn't begin until the early 1900's she joined the group in 1917. She was elected National Vice-President once and National President twice(once before she was First Lady and once afterwards) and was an active troop leader for Troop 8 in Washington, DC--even during her term as First Lady. That must have been a thrill for those girls, having the First Lady as their troop leader !!
