In the centennial year of the Presidency, 1889, Caroline Harrison conceived of a detailed plan to have the mansion be used totally as a residence and to build a complex of four buildings surrounding a quadrangle to be used for executive offices and a public gallery of historical art. The grand plan seemed to have Congressional support but it never came to the floor. The Speaker of the House had blocked it because President Hayes had offended him by not choosing his candidate for a federal job. Lucy Hayes is probably best known for one of the most controversial changes ever in The White House--barring all alcohol, even wine, from being served. She obtained the nickname "Lemonade Lucy" althought it was as much her husband's decision as hers.
